Phase correlation and translation-only image registration functions

The toolbox includes a new function, imregcorr, that applies an FFT-based transform to

a new function, imtranslate, that applies a translation transformation to an input

image and returns the transformed image. Using imtranslate, you can provide spatial

reference information, specify the method used for interpolation, and control other

aspects of the translation.
